Elizabeth was the lead counsel for the development, drafting, implementation and application of regulations leading to the making of a 1.6 billion dollar payment to farmers in all of Western Canada as a result of the end of the Crow Rate Transportation Subsidy.

As a professional legislative drafting consultant, Elizabeth Cooper possesses the necessary skills to challenge legislation and to give advice on the interpretation, application, development and drafting of legislation.
Working with clients in Nova Scotia and across Canada, Elizabeth has extensive experience as a legislative drafting lawyer. Most notably, she drafted the Canada-Chile Free Trade Agreement and the Canada-Israel Free Trade Agreement.
